Amends Illinois Vehicle Code to allow "approved driver education course" to include online instruction in addition to traditional in-person courses.

Permits the Secretary of State to approve online driver education courses if the provider can verify student identity and confirm course completion through established procedures.

Requires course provider fees to bear a reasonable relationship to actual course costs and mandates the Secretary post an approved provider list with fees and contact information on the Secretary of State website.

Imposes a $5 fee per student collected by course providers to offset Secretary of State administration costs, to be submitted within 14 days and deposited into the Driver Services Administration Fund.
