Creates the Regional Water Commission Division of the Illinois Municipal Code, allowing municipalities to jointly acquire, develop, and operate water supplies and waterworks through intergovernmental cooperation.

General Assembly finds it necessary to ensure adequate water supply in areas dependent on Cambrian-Ordovician and shallow aquifers where groundwater is becoming insufficient due to economic development and population growth.

Establishes that municipalities may cooperatively develop reliable, sustainable, and cost-effective water sources to address water supply and quality challenges affecting health and safety.

Preserves existing water commissions and county water commissions while maintaining municipal authority over retail water distribution to residents and customers.

Declares it in the State's best interest to provide sufficient and economical water supply to affected areas across multiple counties.
