Amends the Developmental Disability and Mental Disability Services Act to require the Department of Human Services to develop an implementation plan for rate methodology changes by State Fiscal Year 2024.

Plan must incorporate funding and policy recommendations from the 2020 "Developmental Disability Services Rate Study: Residential Services and Related Supports" report.

Department must calculate the percentage of lost purchasing power for the Home-Based Support Services Program for Adults with Mental Disabilities since State Fiscal Year 2015 due to workforce cost increases.

Department shall establish a new rate methodology that recovers lost purchasing power and ensures the Program's budget accurately reflects actual service delivery costs going forward.

Department must consult with appropriate advisory committees and stakeholders when developing the plan and implementing changes.
