Expands the Illinois Juvenile Justice Commission's annual recommendations to include guidance on integrating emerging adults into a developmentally appropriate justice system, reducing recidivism, and preventing deeper criminal involvement.

Extends the definition of "delinquent minor" to include individuals who commit misdemeanor offenses prior to their 19th birthday, effective January 1, 2022.

Further extends the definition of "delinquent minor" to include individuals who commit misdemeanor offenses prior to their 21st birthday, effective January 1, 2024.

Applies these expanded definitions only to violations or attempted violations committed on or after the effective date of the amendments.
