SB2406 Summary

• Amends the Circuit Courts Act to divide the 20th judicial circuit into the 20th and 24th circuits effective December 5, 2022, with the 20th circuit consisting of St. Clair County and the 24th circuit consisting of Randolph, Monroe, Washington, and Perry counties.

• Increases the 19th judicial circuit (Lake County) from 6 to at least 10 subcircuits based on 2020 census data, with additional resident judgeships to be filled by election beginning in 2022 and 2024.

• Requires the 19th circuit to redraw subcircuit boundaries after every federal decennial census to maintain compact, contiguous, and substantially equal population districts.

• Protects the tenure of all circuit judges currently serving, allowing them to continue without changing residency and permitting judges elected before this act to seek retention in either their original or newly created circuit.

• Allocates associate judgeships, personnel, records, and property between the 20th and 24th circuits based on judge residency and population needs, with employee rights under collective bargaining agreements preserved.
