Changes the filing due date for actuarial opinions on loss and loss adjustment expense reserves for group workers' compensation pools from June 1 to March 1 of each year, effective January 1, 2022.

Modifies corporate governance annual disclosure requirements to attest that insurers have implemented corporate governance practices and provided disclosure copies to their board of directors or appropriate committee.

Requires insurers to ensure compliance with financial requirements and treatment limitations for mental, emotional, nervous, or substance use disorder benefits prior to policy issuance.

Allows pre-licensing course study hours and public adjuster license renewal ethics instruction to be completed via webinar in addition to classroom settings, and defines "webinar" as live online instruction with active participation and verified attendance.

Repeals Article XXXI.75 concerning public insurance adjusters and registered firms, and changes reference in insurance producer bond requirements from "agent contact" to "agency contract."
