Creates the Cook County Water Infrastructure Fund as a special fund in the State treasury to provide grants for water infrastructure improvements in Cook County municipalities.

The Environmental Protection Agency administers the Fund to support infrastructure projects that facilitate water supplies from Lake Michigan for Cook County residents.

Prioritizes funding for non-supplying municipalities in Cook County (those receiving water from other municipalities) over supplying municipalities (those directly receiving Lake Michigan water or reselling water to other municipalities).

Protects the Fund from budget sweeps, administrative charges, chargebacks, or other fiscal maneuvers that would transfer funds to other State accounts.

The Environmental Protection Agency may adopt rules under the Illinois Administrative Procedure Act to implement the Fund; effective immediately upon passage.
