SB2438 Summary

• Establishes a special instant scratch-off lottery game for the United Negro College Fund (UNCF) to support educational scholarships for university and college students, effective August 1, 2021 through January 1, 2026.

• Net revenue from the UNCF scratch-off game deposits into the newly created UNCF Scholarship Fund on at least a monthly basis, with all interest earnings and gifts remaining in the fund.

• Creates the UNCF Scholarship Fund Advisory Board with 10 members appointed by legislative leaders and the Governor to consult on game promotion and direct funds to UNCF, Inc., a 501(c)(3) nonprofit.

• Requires the Department to maintain marketing efforts for other instant scratch-off games without unreasonable diminishment while promoting the UNCF game.

• All provisions related to the UNCF program and advisory board automatically repeal December 31, 2026 (Section repeals September 1, 2026 for the board).
