Amends the Illinois Youthbuild Act by removing language requiring that Secretary of Human Services grants for Youthbuild programs be "subject to appropriation."

Secretary of Human Services shall make grants to applicants for carrying out approved Youthbuild programs without appropriation restrictions.

Youthbuild programs must provide housing services, integrated education and job skills training (50% classroom, 50% construction site experience), counseling services, and leadership development training.

Program participants receive training subsidies or stipends at minimum wage for construction work, with full-time participation lasting 6 to 24 months.

Effective date is July 1, 2021.
