IL SB2459

Amends the Electronic Commerce Security Act to require the Department of Transportation, Illinois State Toll Highway Authority, and Capital Development Board to accept electronic signatures in transactions unless all parties waive that right.

Exempts technical submissions governed by the Illinois Architecture Practice Act of 1989, Professional Engineering Practice Act of 1989, Illinois Structural Engineering Practice Act of 1989, and Illinois Professional Land Surveyor Act of 1989 from the electronic signature requirement.

Defines "technical submissions" to include documents submitted under the four named professional practice acts with similar meanings as used in those Acts.

Updates Section 25-101 to reference the new electronic signature waiver provisions while allowing state agencies to determine whether and to what extent they will use electronic records and signatures.
