Amends the Civil Administrative Code to recognize Illinois municipal identification cards as acceptable secondary forms of identification for state department service applications

Municipal identification cards cannot be used as primary forms of identification, only as secondary identification when required by applicable departments

Requires state-owned buildings that require identification for entry to accept Illinois municipal identification cards in addition to other acceptable forms of identification

Municipal identification cards may be insufficient for accessing secure areas within state buildings and additional authorization may be required at the discretion of building security or the Department of Central Management Services

Defines "municipal identification card" as a photo ID issued by an Illinois municipality containing the holder's photo, name, and address
