• Department of Transportation must establish a statewide transportation performance program and develop a risk-based highway system asset management plan to preserve and improve highway and bridge conditions while minimizing life-cycle costs.

• Department shall develop a needs-based asset management plan for State-supported public transportation assets (vehicles, facilities, equipment, infrastructure) covering transit services with federal funding under 49 U.S.C. 5311 and services with fewer than 100 vehicles in peak hours.

• Department must create a performance-based project selection process starting January 1, 2022, to prioritize investments in system expansion, safety, and modernization projects based on seven factors: congestion mitigation, economic development, livability, environmental impact, accessibility, benefits to marginalized communities, and safety.

• Regional Transportation Authority must develop a transparent prioritization process for Northeastern Illinois transit projects receiving State capital funding, considering access to key destinations, reliability, capacity, safety, state of good repair, racial equity, and economic development, with all projects evaluated under this process starting April 1, 2022.

• All asset management plans, project evaluation processes, and candidate project scores must be published on the Department and Authority websites for public transparency.
