Amends the Illinois Vehicle Code by adding Section 18c-7401.2 regarding railroad worker safety.

Requires the Illinois Commerce Commission to include specific railroad worker safety rules in its Crossing Safety Improvement Program, issued at least annually to each rail carrier operating in Illinois.

Mandates safety rules covering provision, construction, and maintenance of sanitation and shelter facilities for rail carrier employees.

Mandates safety rules covering employee walkways in railroad yards.
