Transforms the City Colleges of Chicago board from a 7-member appointed board to a 21-member elected board consisting of 20 district representatives plus one at-large president, effective with the 2023 consolidated election.

Requires the General Assembly to subdivide Chicago into 20 trustee districts by May 31, 2022, with each district compact, contiguous, and substantially equal in population.

Mandates reapportionment of trustee districts in the year following each decennial census, with reapportionment plans approved at least 90 days before nominating petition filing deadlines.

Establishes candidate eligibility requirements including possession of standard community college board member qualifications, prohibition on district college employment, and conflict-of-interest restrictions on contracts and compensation for one year after service.

Requires candidates to file nomination petitions with the Chicago Board of Election Commissioners, including statement of candidacy, voter signatures, notarized circulator signature, and proof of filing a statement of economic interest.
