Makes possession of assault weapons unlawful 300 days after the effective date of the act, with exemptions for registered weapons and specified categories of persons.

Defines assault weapons to include semiautomatic rifles and pistols with large-capacity magazines and certain features (pistol grips, folding stocks, barrel shrouds, muzzle brakes), semiautomatic shotguns with specified features, shotguns with revolving cylinders, and conversion kits to assemble assault weapons.

Requires Illinois State Police to establish a registration system within 180 days; persons possessing assault weapons before the effective date must register with required information and proof of a locking mechanism by day 300, paying a $25 registration fee.

Exempts peace officers, military and National Guard members, nuclear facility security personnel, Olympic target shooting competitors, and persons engaged in legal hunting or transporting weapons across state lines or for film production.

Establishes penalties of Class 3 felony for first violation of assault weapon possession/delivery and Class 2 felony for subsequent violations or multiple weapons; Class 4 felony for first assault weapon attachment violation and Class 3 felony for subsequent violations.
