IL SB2554

Creates a Special Joint-House and Senate Redistricting Committee with 12 members (3 from House Speaker, 3 from House Minority Leader, 3 from Senate President, 3 from Senate Minority Leader) to develop redistricting plans by January 31st following the federal decennial census.

Establishes ranked criteria for districts including: compliance with federal and state law, equal population, protection of racial and language minorities' voting rights, contiguity, compactness, respect for local government boundaries, and prohibition of partisan discrimination.

Requires at least 35 public hearings before proposing a plan, with multilingual notices and translation services; committee must release all data used within 72 hours and allow public submission of alternative maps.

Mandates adoption of a compliance report explaining how the plan meets constitutional and statutory requirements before final approval; requires at least 5 additional public hearings and 15-day waiting period after releasing the final plan before voting.

Establishes a public website to livestream all hearings, post all maps and data, and allow public submission of redistricting plans and comments; all proposed and adopted maps are public records.
