Prohibits former statewide elected officials, State agency heads, deputy agency heads, and General Assembly members from becoming lobbyists for 2 years after leaving office or employment.

Adds a comprehensive definition of "lobbyist" to the State Officials and Employees Ethics Act, including individuals who receive compensation to influence legislation or are designated representatives of organizations lobbying before the General Assembly or State agencies.

Exempts certain individuals from the lobbyist definition, including political party officials, news media representatives, sitting elected officials, testimony-only witnesses, Congressional staff, and unpaid organizational members.

Maintains existing 1-year cooling-off periods for former officers and employees from accepting employment with entities involved in State contracts or regulatory decisions they participated in.

Establishes enforcement mechanisms including Inspector General review, written determinations within 10 days, and appeal rights to appropriate ethics commissions.
