Requires election authorities to mail the permanent vote by mail list to election officials by the sixth day before each election and to include removal procedures in all mailings to voters.

Allows voters on the permanent list to choose or change their political party preference when requesting a primary election ballot, with election authorities sending separate notices to those who declined party disclosure.

Establishes a cancellation procedure allowing voters to remove themselves from permanent vote by mail status and return to in-person voting at any time.
