State Board of Elections shall develop and implement procedures and technologies with election authorities and the disability community to provide vote-by-mail ballots in alternative formats allowing all voters to cast secret, independent, and verifiable ballots without assistance.

Procedures and technologies must include an accessible electronic ballot marking tool that enables voters to mark ballots privately and independently.

State Board of Elections and election authorities shall implement alternative ballot return methods, including secure email portals, conforming to Illinois Information Technology Accessibility Act, Web Content Accessibility Guidelines 2.1AA, and NIST standards.

Each election authority must provide fully electronic ballots with both electronic marking and electronic return capabilities for voters with disabilities to vote secretly without assistance by January 1, 2023.
