• Requires applicants for retail certificates of registration to pay a nonrefundable $30 application fee for applications filed on or after July 1, 2022, with fees deposited into the Tax Compliance and Administration Fund.

• Prohibits distributors licensed under the Liquor Control Act from selling alcoholic liquor to retailers whose certificate renewal has been denied or whose certificate has been revoked under the Retailers' Occupation Tax Act, pending Department of Revenue notification that the issue is resolved.

• Prohibits retailers whose certificate renewal has been denied or revoked from purchasing alcoholic liquor from distributors during the period when denial or revocation is unresolved.
