Amends the Public Water District Act by adding Section 28.2 to address water contamination in Champaign County resulting from a December 2016 natural gas leak that contaminated the Mahomet Aquifer with methane.

Authorizes immediate annexation of specified property in Champaign County (Township 20-21 North, Range 7-8 East) into the Sangamon Valley Public Water District upon the act's effective date, bypassing standard annexation procedures.

Responds to a water contamination crisis affecting residents for 4 years by enabling the water district to legally expend funds and utilize $3.8 million in state funding appropriated in June 2020 to expand water infrastructure to the affected area.

Estimates total infrastructure expansion costs at approximately $10 million, with the initial $3.8 million needed to begin construction and remediation efforts.

Takes effect upon becoming law without requiring further action or voter approval.
