Appropriates $1,370,000,000 from the General Revenue Fund to the Department of Employment Security for repayment of outstanding federal advances under Title XII of the Social Security Act, including prior year costs.

Appropriates $450,000,000 from the General Revenue Fund to the Department of Employment Security as an interest-free loan for payment of unemployment insurance benefits, to be repaid per the Unemployment Insurance Act.

Amends Public Act 102-0698 (an appropriations act approved April 19, 2022) by adding Section 35 and Section 40 to Article 65.

Takes effect upon becoming law.
