Appropriates $300,000,000 from the General Revenue Fund to the Pension Stabilization Fund.

Distributes $301,419,600 from the Pension Stabilization Fund to five state pension systems: General Assembly Retirement System ($680,400), Judges Retirement System ($3,571,000), State Employees' Retirement System ($64,786,400), Teachers' Retirement System ($172,823,300), and State Universities Retirement System ($58,138,900) for unfunded liabilities.

Increases appropriation for Group Insurance in the Department of Central Management Services from $1,851,475,900 to $2,749,744,600 from the General Revenue Fund.

Appropriates $2,700,000,000 from the State Coronavirus Urgent Remediation Emergency Fund to the Department of Employment Security for repayment of Title XII unemployment insurance advances.

Increases appropriation to the Illinois Student Assistance Commission from $20,000,000 to $250,000,000 from the General Revenue Fund for deposit into the Illinois Prepaid Tuition Trust Fund.
