Authorizes department directors to issue expedited licenses to active duty service members and those who concluded service within the preceding 2 years, with review and determination completed within 60 days of receiving complete documentation.

Extends expedited licensure to spouses of service members under the same 60-day processing timeline, regardless of current state residency for either the service member or spouse.

Requires departments to issue temporary provisional licenses to qualified service members and spouses during the 60-day expedited review period.

Credits all relevant military experience and training toward occupational or professional licensing requirements if determined to be substantially equivalent to state standards.

Designates a military liaison within the Department of Financial and Professional Regulation to manage expedited applications, coordinate with military installations, train licensing directors, and provide annual reports to the Secretary and Lieutenant Governor.
