Excludes low-speed electric scooters from the definitions of "motor vehicle" and "vehicle" under the Illinois Vehicle Code, similar to the treatment of low-speed electric bicycles

Requires operators to be at least 16 years old and possess a driver's license, instruction permit, or State identification card

Permits operation wherever bicycles are allowed, including bicycle lanes and paths, with riders having the same rights and duties as bicycle riders

Mandates safety equipment including a front white lamp visible from 500 feet, rear red reflector or light, and adequate brakes; prohibits sirens except on police or fire department scooters
