Requires charter schools receiving state funding (directly or through school districts) to maintain labor peace agreements with any bona fide employee or labor organization that requests one, as a condition of receiving state funds

Mandates that labor peace agreements prohibit work stoppages, strikes, and economic interference by unions, while also prohibiting charter schools and unions from harassing, threatening, or coercing employees regarding their organizing rights

Establishes a 60-day deadline to execute a labor peace agreement after a union's written request; if negotiations reach impasse, the Illinois Educational Labor Relations Board provides a hearing officer to make non-binding recommendations

Requires charter schools to allow union representatives access to campuses and offices during times when covered employees are present, to meet privately with workers in non-work spaces during non-working times

Exempts administrative and managerial employees from coverage; applies to subcontractors regularly performing work at charter school facilities at least once per month; effective date of June 1, 2022
