Establishes community spouse resource allowance at the maximum amount permitted by federal law (42 U.S.C. 1396r-5), or an amount set after a fair hearing, or the amount transferred by court order to the community spouse, whichever is greater.

Sets community spouse monthly maintenance allowance at the maximum amount permitted by federal law, or an amount set after a fair hearing, or the amount transferred by court order, whichever is greater.

Excludes grants under the Senior Citizens and Persons with Disabilities Property Tax Relief Act and certain income distributions from affecting medical assistance eligibility.

Excludes donations or benefits from fundraisers for serious illness from affecting medical assistance eligibility if neither the person nor family members have actual control over the donations or disbursement.

Allows the Department to seek spousal support from the community spouse's resources and income for an institutionalized spouse receiving medical assistance, with support orders that cannot reduce the community spouse's allowances below federally permitted levels.
