IL SB2970

Prohibits the State from applying for federal waivers under the Patient Protection and Affordable Care Act that would reduce or eliminate protections or coverage in effect as of January 1, 2017, including pre-existing condition protections and essential health benefits.

Requires General Assembly authorization through joint resolution approved by a majority of each house before the State or any executive branch agency can apply for such ACA-related federal waivers.

Prohibits the State from applying for federal Medicaid waivers that would impose more restrictive standards, methodologies, procedures, or requirements than those in effect in Illinois on January 1, 2017 for the Medical Assistance Program, Children's Health Insurance Program, or other medical assistance programs operating under existing federal waivers.

Requires General Assembly authorization through joint resolution approved by a majority of each house before the State or any executive branch agency can apply for such Medicaid waivers.

Takes effect immediately upon becoming law.
