SB2986 - Funeral and Burial Assistance Program for Murdered Children Act

• Creates a program providing direct state payments up to $10,000 (indexed annually to inflation) to funeral establishments for funeral and burial expenses of children under 17 killed by firearm in Illinois.

• Eligible survivors include parents, guardians, or household members in a parent-like relationship with a household income below 150% of the federal poverty level who can apply through the Office of Firearm Violence Prevention.

• Establishes a one-year deadline for funeral establishments to submit disbursement requests to the Office, which reviews requests and verifies the eligible survivor's income and the child victim's death certificate or autopsy report.

• Requires all state hospitals to display prominent posters notifying families of the program, and requires law enforcement agencies investigating child victims' deaths to inform parents or guardians about the assistance program.

• Prevents double payments by prohibiting eligible survivors from receiving duplicate awards under this Act, the Crime Victims Compensation Act, or other state funeral assistance programs, while allowing the Office of Firearm Violence Prevention to conduct audits to detect and recapture improper payments.
