• Creates the Illinois Veterans Home of Central Illinois as a new state veterans home facility to be operated and maintained by the Department of Veterans' Affairs.

• Establishes the Illinois Veterans Home of Central Illinois Fund as a special state treasury fund to receive all receipts and revenue from the new facility for operation, equipment, capital improvements, and building rehabilitation.

• Allows unused real property held by the Department of Juvenile Justice for the Lincoln Developmental Center to be used for operating or expanding the Illinois Veterans Home of Central Illinois or for purposes benefiting the home's residents.

• Modifies admission requirements and eligibility criteria to include the new Central Illinois facility alongside existing veterans homes at Anna, Quincy, Chicago, LaSalle, and Manteno.

• Takes effect immediately upon becoming law.
