Amends Illinois Vehicle Code Section 6-206 to add two new grounds for driver's license suspension: violation of Cannabis Regulation and Tax Act Section 10-15 while in a motor vehicle, and violation of Section 10-20(b) of that Act.

Expands driver training school licensing exemptions in Section 6-401 to include driver rehabilitation specialists and programs serving clients who previously held driver's licenses.

Updates Section 6-508.1 regarding medical examiner's certificates for commercial driver's licenses, changing compliance deadline from June 22, 2021 to June 23, 2025.

Modifies Section 6-524 penalties for commercial driver violations by referencing federal penalty standards in 49 CFR Part 386, Appendix B instead of specific dollar amounts.

Adds new Section 11a-25 to the Probate Act requiring courts to notify the Secretary of State within 7 days when appointing a plenary guardian or ordering that a person with a disability should not operate a motor vehicle.
