Changes the "Underserved Physician Workforce Act" to the "Underserved Health Care Provider Workforce Act" to expand eligibility beyond physicians to include advanced practice registered nurses and physician assistants.

Expands the definition of "eligible health care provider" to include advanced practice registered nurses and physician assistants who accept Medicaid, Medicare, State Children's Health Insurance Program, private insurance, and self-pay.

Adds Rural Health Clinics and hospitals (government-owned, privately owned, independent, or provider-based) that accept multiple insurance types to the definition of "Designated Shortage Area."

Authorizes the Department of Public Health to award grants to physicians practicing obstetrics in rural designated shortage areas to reimburse costs of malpractice insurance relating to obstetrical services.

Updates references across multiple state statutes (Nurses in Advancement Law, Private Medical Scholarship Agreement Act, and Illinois Public Aid Code) to reflect the expanded scope from physicians to all eligible health care providers.
