Amends the Illinois Controlled Substances Act to strengthen privacy protections for prescription data in the Prescription Monitoring Program (PMP) by adding confidentiality requirements for substance use disorder patient records alongside existing HIPAA protections

Grants medical directors and public health administrators of county, municipal, and state health departments access to PMP data for developing education programs, public health interventions, and publishing reports on prescribing trends in their jurisdictions

Requires confidentiality agreements for health department access that prohibit identifying practitioners, dispensers, or patients by name, license, or address in published reports, and mandate technical and physical safeguards for data security

Specifies that PMP data obtained by health departments is not admissible as evidence or discoverable in any court proceeding, and disclosure (proper or improper) does not waive confidentiality protections

Prohibits the PMP or any person from disclosing information in violation of restrictions on substance use disorder treatment records as implemented under Public Act 102-527
