Mandates all institutions implement a financial or physical hardship withdrawal policy beginning with the 2022-2023 school year to limit debt for students who must withdraw due to hardship and assist with re-enrollment

Qualifying hardships include serious injury or illness, chronic illness, caregiving responsibilities, mental health conditions, transportation issues, and significant cost of living increases

Prohibits institutions from reporting past-due student debt sent to collection agencies to credit reporting agencies, except as required by federal law
