Amends Illinois Marriage and Dissolution of Marriage Act to add life insurance provisions allowing courts to require one or both parents to secure child support obligations through reasonably affordable life insurance.

Modifies substantial change in circumstances standard for modifying child support and maintenance orders by excluding contemplation or foreseeability of future events as factors, unless expressly specified in the court order or party agreement.

Requires courts to address health care needs of children in child support orders and allows ordering of health insurance coverage or cash medical support in addition to basic child support obligations.

Establishes minimum child support obligation of $40 per month per child for obligors with gross income at or below 75% of federal poverty guidelines, with exceptions for those with no income, only means-tested assistance, or medically proven disabilities.

Clarifies that life insurance remains in effect until termination of all support obligations and permits courts to order other equitable security means if life insurance is unavailable to a parent.
