IL SB3039

Amends the Pyrotechnics Use Act to exclude 1.3G fireworks from the definition of "consumer fireworks" (fireworks classified as UN0336 or UN0337).

Removes language classifying 1.3G fireworks as "display fireworks" and adds explicit provision that "display fireworks" do not include 1.3G fireworks.

Adds new definition of "1.3G fireworks" as professional outdoor display fireworks classified as UN0333, UN0334, or UN0335 by the U.S. Department of Transportation.

Clarifies that "flame effect" does not include 1.3G fireworks, distinguishing professional-grade materials from consumer and display fireworks categories.
