IL SB3048

Amends the River Edge Redevelopment Zone Act to authorize the Department of Commerce and Economic Opportunity to certify one additional pilot River Edge Redevelopment Zone in the City of Kankakee on or after the effective date of this act.

Maintains existing restrictions that no additional River Edge Redevelopment Zones may be certified beyond those already authorized for East St. Louis, Rockford, Aurora, Elgin, Peoria, and Kankakee.

Preserves existing zones' ability to continue until their scheduled termination dates, after which they become open enterprise zones available for competitive designation.

Requires municipalities with certified River Edge Redevelopment Zones to submit plans within 60 days encouraging participation by minority persons, women, persons with disabilities, and veterans.

Takes effect immediately upon becoming law.
