• Any state mandate implemented on or after the effective date that requires additional expenditures from local government revenues is void and unenforceable unless the General Assembly appropriates necessary funds to implement it.

• The failure of the General Assembly to make required appropriations relieves local governments of the obligation to implement service mandates, tax exemption mandates, and personnel mandates.

• Modifies the State Mandates Act by amending Sections 6 and 8 and adding new Section 9.2 to establish that unfunded mandates cannot be imposed on local governments.

• Exclusions from reimbursement liability (such as mandates accommodating local requests or imposing costs less than $1,000 per government) do not apply to mandates implemented after this act's effective date.

• Takes effect immediately upon becoming law.
