IL SB3071

Creates new criminal offense of possession of a relay vehicle theft device under Illinois Criminal Code Section 19-2.1.

Defines "relay vehicle theft device" as a device designed to capture signals from motor vehicle key fobs to unlock and start vehicles without the key.

Makes knowingly possessing a relay vehicle theft device a Class 3 felony.

Exempts authorized personnel including automotive repair facility employees, licensed vehicle dealers, licensed locksmiths, repossession agents, and law enforcement officers from the prohibition.

Takes effect immediately upon becoming law.
