Amends the High-Speed Railway Commission Act to clarify that Governor-appointed members must be appointed by January 1, 2023, and establishes that the Commission shall hold its first meeting within 30 days after member appointments.

Specifies that Commission members receive no compensation for their service and establishes a quorum requirement of a simple majority of total membership.

Amends the Local Journalism Task Force Act to add six new member organizations: Chicago Independent Media Alliance, National Association of Black Journalists, Association of LGBTQ Journalists, National Association of Hispanic Journalists, Asian American Journalists Association, and Native American Journalists Association.

Changes the Local Journalism Task Force reporting deadline from one year after the Act's effective date to July 1, 2023, for submission of findings and legislative recommendations to the Governor and General Assembly.

Clarifies appointment procedures for Task Force members added by this amendatory act to be made within 30 days of the Act's effective date.
