• School districts must limit the number and duration of transfers to alternative schools as disciplinary action and create an Alternative School Bill of Rights document to inform students and parents of their rights and the specific terms of any transfer.

• Students offered transfers to alternative schools in place of discipline must receive written notice of specific information including risks/benefits, graduation rates, disciplinary procedures, duration of assignment, curriculum details, and extracurricular activity restrictions.

• The Alternative School Bill of Rights constitutes a binding contract requiring signatures from both school board representatives and the student's educational rights holder, and the school board cannot extend any transfer without written notice and a meaningful hearing before the board.

• School officials must exhaustively attempt other behavioral and disciplinary interventions before using out-of-school suspensions longer than 3 days, expulsions, or transfers to alternative schools as discipline.

• Students suspended longer than 4 school days must receive appropriate support services, and students suspended from school must have opportunities to make up work for equivalent academic credit.
