Adds new subsection (9) to Section 1-25 of the Department of Natural Resources Act requiring the State Museum to collaborate with the Division of Historic Preservation in exercising rights, powers, and duties under the Historic Preservation Act.

Modifies Section 20-10 of the Department of Natural Resources Act to change the Board of the Illinois State Museum's budget role from "approve budget requests" to only "review the budget" and make recommendations to the Governor through the Department Director.

Creates new Section 4.6 of the Historic Preservation Act establishing that the Division of Historic Preservation and the Illinois State Museum shall collaborate and assist the Department in exercising all rights, powers, and duties conferred by the Historic Preservation Act.

Removes references to "Historic Sites and Preservation Division" throughout the Historic Preservation Act and consolidates administrative language to reflect the Division of Historic Preservation operating within the Department of Natural Resources.

Makes technical corrections including renaming "JoDaviess" to "Jo Daviess" County and clarifying the Department's management responsibilities for state historic sites, memorials, and properties under its jurisdiction.
