Expands "search and reunion services" to include youth in care and former youth in care (formerly limited to "post-adoption reunion services"), allowing contact between adoptees and siblings, and enabling youth over 18 to seek contact with siblings, birth relatives, former foster parents, or former foster siblings.

Requires the Department of Children and Family Services to provide notice of search and reunion services to all youth in care within 30 days after their 18th birthday and within 30 days before case closure, and to work with organizations like Foster Care Alumni of America to distribute information.

Allows former youth in care between ages 18-21 to petition for a confidential intermediary to contact siblings and birth relatives without registering with the Illinois Adoption Registry, and allows those over 21 to seek contact with former foster parents or siblings without registration.

Lowers the age threshold from 21 to 18 years old for certain sibling contact services when a minor adoptee's adoptive parent provides notarized consent, and clarifies that contact can occur with the consent of all involved parties.

Establishes the effective date as July 1, 2023.
