Allows recipients' spouses to serve as providers of personal care or similar services under the Department's Home Services Program, subject to federal approval.

Maintains the $10,000 asset limitation for eligibility in long-term care services, with authority for the Department to increase or decrease this limit by rule but not below $10,000.

Requires personal assistants and home health workers in the Home Services Program to be considered public employees under the Illinois Public Labor Relations Act, with collective bargaining rights for terms and conditions of employment.

Establishes that personal assistants must be paid at rates negotiated under collective bargaining agreements, with a minimum of federal minimum wage, and requires a $0.48 per hour wage increase for personal assistants and home health workers within 30 days of the effective date.

Authorizes the Department to establish eligibility standards and cost-sharing systems for preventive services designed to help persons with disabilities remain in their homes rather than in institutional settings.
