Requires a 5-year extension of the interagency agreement originally mandated by Public Act 98-808 among six state agencies: Department of Children and Family Services, Department of Human Services, Department of Healthcare and Family Services, Illinois State Board of Education, Department of Juvenile Justice, and Department of Public Health

The interagency agreement aims to prevent children and youth with serious mental illness or emotional disturbance from being placed in DCFS custody solely to receive mental health services when there is no abuse or neglect

Establishes an interagency clinical team to review cases of at-risk youth in hospitals or treatment facilities and connect them with appropriate services to prevent custody relinquishment

Requires families with private health insurance to exhaust coverage before accessing services and establishes cost-sharing based on ability to pay for families above the Medicaid income threshold

Mandates crisis stabilization assessments and care plans for non-Medicaid-eligible children, including criteria for short-term residential placements while treatment plans are developed
