Clarifies refund eligibility rules for Chicago firefighters withdrawing from the pension fund, specifying that firefighters who withdraw before age 50 or those with less than 10 years of service who withdraw before age 57 are entitled to a refund of their contributions

Firefighters who withdraw and enter service in another city department also retain refund rights for amounts credited toward age and service annuity, Tier 2 retirement annuity, automatic annual increases, and widow's/surviving spouse's annuity

Declares the amendments are a restatement and clarification of existing law, made retroactive to August 6, 2021 (the effective date of Public Act 102-293)

Exempts the State from any reimbursement requirements under the State Mandates Act for implementation of these pension changes

Takes effect immediately upon becoming law (enacted as Public Act 102-0836)
