Creates the Illinois Center for Geographic Information within the Prairie Research Institute at the University of Illinois, subject to appropriation, with a Geographic Information Officer to manage operations.

Center shall evaluate proposals and make recommendations to the Governor and General Assembly on geographic information management technology standards, funding strategies, data dissemination, basemap development, and multi-year strategies.

Establishes an Intergovernmental Advisory Committee composed of geographic information systems staff appointed by 12 state agencies and departments to serve in advisory capacity for the Center.

Authorizes the Center to accept and administer federal grants and grants from corporations or associations to conduct research and develop an integrated statewide geographic information management system.

Grants the Center authority to engage with stakeholders and enter into intergovernmental data sharing agreements for geographic information coordination.
