Requires Department of Corrections to appoint a point of contact person to review suggestions, complaints, and requests from visitors and the public, and communicate with appropriate Department divisions to reach resolutions.

Point of contact person must maintain detailed records of correspondence organized by subject matter including commissary, COVID protocols, mail/communications, discipline, health, mental health, visitation, and work/educational opportunities.

Department must publish an annual written report by January 1, 2023 and each year thereafter, detailing the point of contact person's activities, volume of submissions, resolutions reached, investigations forwarded, and systemic recommendations.

Annual report must be submitted to General Assembly and Governor and published on Department website within 48 hours; personally identifiable information of complainants is redacted and protected from Freedom of Information Act disclosure.

Requires conspicuous signage in facility waiting areas informing visitors of the point of contact person's existence and providing instructions on how to submit complaints or requests.
