SB3206 Summary

• Renames the "Illinois Certified Shorthand Reporters Act of 1984" to the "Illinois Certified Shorthand Reporters and Voice Writer Reporters Act" and adds voice writer reporting as an authorized practice method using closed microphone voice dictation technology.

• Expands the Certified Shorthand Reporters Board to allow up to one member to be a certified voice writer reporter, and adds voice writer reporters to various state acts where certified shorthand reporters are referenced.

• Establishes new qualification requirements for voice writer reporter certification, including proof of voice writing training, completion of equivalent examinations, and certification from the National Verbatim Reporters Association.

• Allows the Department of Financial and Professional Regulation to certify applicants who hold equivalent certifications from other jurisdictions as certified voice writer reporters without requiring examination.

• Makes conforming changes to multiple Illinois statutes (Oaths and Affirmations Act, Department of Professional Regulation Law, EMS Act, and others) to recognize voice writer reporters alongside certified shorthand reporters, effective July 1, 2023.
