Requires licensed dentists to obtain an appropriate permit to perform dentistry while a certified registered nurse anesthetist administers conscious sedation, deep sedation, or general anesthesia.

Mandates a written collaborative agreement between the dentist and nurse anesthetist that describes their working relationship, authorizes specific categories of care and procedures, and limits nurse anesthetist services to those the dentist is authorized to provide.

Requires the operating dentist to approve the anesthesia plan, remain physically present on premises during anesthesia delivery, and be available for emergencies; allows the nurse anesthetist to select, order, and administer medications including controlled substances under the agreed-upon anesthesia plan.

Allows holders of faculty limited licenses to advertise their specialty degree as part of their ability to practice at clinics or offices affiliated with dental schools.
